About Eskenazi Health
Eskenazi Health is the public hospital division of the Health and Hospital Corporation of Marion County Indiana. It has offered high-quality and patient focused health care to the residents of Marion County and Central Indiana for 160 years. It is one of the leading providers of health care in Central Indiana and services nearly 1.2 million outpatient visits through a Federally Qualified Health Center, Community Mental Health Center, and numerous outpatient specialty departments. Our mission is to advocate, care, teach and serve, with special emphasis on the vulnerable populations of Marion County. As an academic affiliate of the Indiana University School of Medicine, Eskenazi Health is one of the primary teaching sites for a wide variety of trainees and the site of hundreds of research studies each year.

Conducting Research at Eskenazi Health
All research (including Exempt) conducted at any Eskenazi Health site, involving Eskenazi Health patients, Eskenazi Health staff, or using Eskenazi Health data must be approved by both the IU IRB and the Eskenazi Health Research Department.

Research Leadership
Patricia C. Noblet, MSN, RN, Certified Clinical Research Coordinator (CCRC), Certified IRB Manager (CIM) is the Director of Clinical Research Operations. Patricia received her Associate of Science in Nursing degree from Marion University and earned her Bachelor of Science in Nursing and Master of Science in Nursing Leadership from Western Governors University.
Ms. Noblet has more than 20 years of experience in conducting clinical research and supporting clinical researchers in understanding the regulatory, compliance, and data security environment for human subject research. Starting as a research coordinator, she then provided leadership in building and sustaining the research infrastructure at multiple institutions. Her varied research experiences provide the capacity to comprehend the entire research study process from start up to close-out. Having spent twenty years in the field of research she has the expertise to answer complex questions related to conducting research, research regulations, and human subject protection.
To support research at our organization Ms. Noblet collaborates with Eskenazi Health research stakeholders, including Executive Leadership, Medical Staff Affairs, Legal, Grants, Revenue Cycle, and Analytics. She represents Eskenazi Health as the primary liaison with the external research community. She maintains a productive relationship with Indiana University School of Medicine, the IU Office of Clinical Research, the IU Intuitional Review Board (IRB), IU Health, Regenstrief Institute, and the Indiana Clinical and Translational Institute (CTSI).
Jeanne Lewis, BS is a Research Billing Compliance Specialist. Jeanne received her bachelor’s degree, majoring accounting from Purdue University and has worked in the field of research billing compliance and finance for over fifteen years.
As Eskenazi Health’s Research Billing Compliance Specialist Jeanne has employed various strategies to facilitate compliant research billing for both Eskenazi Health and the research teams that conduct research at our organization.
Jeanne is a certified Research Coverage Analysis analyst with extensive knowledge related to the research coverage analysis, medical coding, charge segregation, and revenue cycle research billing responsibilities. Along with her previous experience Jeanne has employed best practices for research billing compliance to ensure research billing compliance and adherence to Centers for Medicare and Medicaid Services (CMS) regulations for clinical trials.
In addition to Jeanne’s research billing compliance responsibilities, Jeanne also serves in a research finance role which includes fielding research budget related questions and overseeing the research agreement process for Confidential Disclosure Agreements (CDA), Clinical Trial Agreements (CTA), Data Use Agreements (DUA) and Business Associate Agreements (BAA).
Randall Grout, MD, MS, Fellow of the American Academy of Pediatrics (FAAP), Fellow of the American Medical Informatics Association (FAMIA), is a pediatrician, health services and informatics researcher, and clinical research informatician. Dr. Grout received his medical degree from the University of Iowa and completed a pediatrics residency and a children’s health services research fellowship at Indiana University. He also earned a Master of Science degree in clinical research at Indiana University. He was among the nation’s first cohorts of learning health systems researchers through the Regenstrief Institute’s Learning Health Systems Center of Excellence.
His research and service focus on learning health systems infrastructure and supporting continuous study and improvement natively embedded in a healthcare system. As the Chief Health Informatics Officer, Dr. Grout has a special emphasis on clinical informatics and empowering clinical research at Eskenazi Health. He also provides informatics, data analytics, and research expertise through his leadership role in the Regenstrief Center for Health Equity Research at Eskenazi Health. He is also an Assistant Professor of Pediatrics at the Indiana University School of Medicine and a Regenstrief Institute scientist. Dr. Grout serves as a bridge between the data and research infrastructure at Eskenazi Health and our partners at Indiana University, Regenstrief Institute, and Purdue University, among other collaborators.
Christopher M. Callahan, MD, Master, American College of Physicians (MACP) is the Chief Research and Development Officer. He also serves as a Professor of Medicine at the Indiana University School of Medicine and Dr. Callahan graduated from St. Louis University School of Medicine in 1985. He completed his Internal Medicine residency at Baylor College of Medicine in 1988 and completed a fellowship in Health Services Research at the Indiana University School of Medicine in 1991. He has been a Regenstrief Institute scientist since 1991. He served as the Director of the Indiana University Center for Aging Research for 21 years, from 1997-2018. Dr. Callahan and his colleagues study interventions and new models of care to improve the care of older adults in primary care. These models increasingly focus on the integration of family, community, and medical services, including attention to the social determinants of health. In 1999-2000, he was a Visiting Scholar in the History and Psychopathology Research Program at Cambridge University. During this sabbatical, he co-authored the book “Reinventing Depression: A History of the Treatment of Depression in Primary Care” (Oxford University Press). Dr. Callahan has served on the Indiana University Institutional Review Board and the Department of Medicine Promotion and Tenure Committee. Locally, he serves on the Board of the Richard M. Fairbanks Foundation.
As an executive leader at Eskenazi, Dr. Callahan leads several teams, including research, quality, informatics, data analytics. He also leads the Eskenazi Health Social Determinants of Health team and the Regenstrief Center for Health Equity Research at Eskenazi Health. These programs seek to further the Eskenazi Health mission to integrate social care and medical care in partnership with our local community.
